The composition of the Catalan Parliament after the elections of 27 September 2015, was the key to move forward the political process towards the self-determination of the Catalan people. Last September 6, the new majorities in the Parliament passed the Law for the celebration of the Referendum of Self-determination for the 1st October 2017.
How the rupturist left movements have analyzed this political scenario? CUP published a document that shares the political analysis of the moment and the opportunities provided by the binding democratic consultation on October 1. We attach the document and summarize the theoretical framework and political perspective that pushed anticapitalist, feminist, socialist and ecologist organizations such as CUP, to play an active role in this political process.
Political framework of the referendum: facing the crisis, rupture
In the recent years, people in the Spanish state have been suffering from a destituency process in which the population has been losing rights and freedoms, as well as political agency and capacity. This destituency process results in a triple crisis: economic, democratic and territorial- A triple crisis that has an own name: Regime of 1978, and the so-called democratic transition in Spain. As popular response, great mobilizations have taken place throughout the State and specially in Catalonia. Here, the strong popular movement together with a significant change in the correlation of political forces in the institutions, have meant the optimal conditions for a process of rupture with the regime of 1978.
The continuing strength of independence movement in Catalonia has opened the opportunity to build alternatives from below and from the left. It means the opportunity to initiate a constituency process that represents the democratic push so demanded by the population, necessary to recover the sovereignties that were snatched away from it..
It is a process that has as a flag the principles and republican values of equality, social justice and fraternity. The popular uprisings and dreams of 1936 are the popular uprisings and dreams of the current popular movement.
Opportunities opened by the referendum: the constituency process
The 1st October referendum is therefore the open window towards the construction of the economic, political and social alternative to the model prevailing in the Europe of the capital.
This path undertaken since 2012, proposes a change of the political subject: from the neoliberal state to sovereign peoples. In that sense, the center of power shifts from capital to popular power, which leads and pushes the parties of the Catalan establishment to join the popular demand. Life becomes the center of the debate: how to recover sovereignties, instead of talking about capital.
The proposal of the rupturist lefts organisations for this political process and the post-referendum scenario is based on municipalism (decentralization of power, radical democracy), socialism and feminism (the political alternative needed to imagine a different society). How to face the resistance and oppression of the Spanish state? Nonviolent resistance, civil disobedience, radical democracy, participation and construction of alternatives.
